Former DNS Boss, Gifty Oware-Mensah has been sued for stealing, willfully causing financial loss and misuse of public office for personal enrichment to the tune of GHC38.4 million.
This in a case filed by the Attorney-General and Minister of Justice, Dr Dominic Ayine on October 13, 2025.
In the 3news-seen suit, Mrs Oware-Mensah is being charged with five counts:
Count One- Statement of Offence: Stealing against section 124(1) of the Criminal Offences Act, 1960 (Act 29).
Offence Details: Gifty Oware-Mensah (Fortner Deputy Executive Director) between February 2022 and March 2024 in Accra in the Greater-Accra Region defrauded the sum of GHe31,502,091.40 property of the National Service Authority, by causing the funds to be paid to Blocks of Life Consult, for your own use.
Count Two- Charge of Offence: Intentionally Causing Financial Loss to the Republic contrary to Section 179A(3Xa) of the Criminal Offences Act, 1960, (Act 29).
Particulars of Offence: Gifiy Oware-Meruah (former- Deputy Executive Director) from February 2022 to March 2024 in Accra in the Greater Accra Region, willfully caused financial loss of G/1031,502,091.40 to the Republic by ordering the aforesaid amount to be paid to Blocks of Life Consult a company in which you are the beneficial owner to which you had the last word, allegedly for the hire-purchase supply of goods to National Service Personnel, you never provided.
Count Three- Offence of Offence: Intentiously Causing Loss to the Republic contrary to Section 179A(3)(a) of the Criminal Offences Act, 1960, (Act 29).
Offence Details: Gifty Oware- Mensah (Former Deputy Executive Director) between February 2022 and March 2024 in Accra in the Greater Accra Region, inflicted financial loss In the sum of G1106,956,157.47 on the Republic by causing Agricultural Development Bank (ADB) interest of the aforementioned amount to be incurred on the loan of GH031,502,091.40 which you unauthorizedly approved for Blocks of Life Consult and enriched yourself.
Four- Charge Statement of Offence: Abuse of Public Office for Profit contrary to section 179C(a) of the Criminal Offences Act, 1960 (Act 29).
Particular dates of Offence: Gifty Oware-Mensah (Former Deputy Executive Director) between February 2022 and March 2024 in Accra in the Greater Accra Region, abused your office for benefit by illegally receiving under the pretext of your office to yourself an amount of G1-431,502,091.40 from Agricultural Development Bank through Blocks of Life Consult which you were not entitled to receive personally.
Count Five- Charge Statement: Money laundering contrary to section 1 (2)(a)(i) of the Anti-Money Laundering Act, 2020 (Act 1044).
Details of Offence: Gifty Oware-Mensah (Former Deputy Executive Director) from February 2022 to March 2024 in Accra in the Greater-Accra Region transmitted G11031,502,091.40 from the National Service Authority Hire-Purchase escrow account with Agricultural Development Bank to Blocks of Life Consult, to disguise illegal origin of funds knowing them to be proceeds of crime.
